Mr. Rosa-Cruz’s main areas of practice are civil and commercial litigation, including complex litigation, corporate, and appeals. He is also developing expertise in Horizontal Property law, and other areas that the firm handles.  He is also admitted to the practice as a notary public.

Before deciding to become a lawyer, Mr. Rosa-Cruz obtained a Master’s Degree in Epidemiology from the University of Puerto Rico. He then went on to law school, graduating magna cum laude.  Prior to joining Coto & Associates, Mr. Rosa-Cruz served as an attorney for healthcare institutions, where he employed the knowledge he acquired in his Masters in Epidemiology. Among other things, he provided legal opinions on the applicability of the Governor’s Executive Orders regarding the COVID-19 pandemic and assisted with the drafting of the Medical Faculty’s bylaws. After that he served as a judicial law clerk in the Court of Appeals of Puerto Rico, under Judge Ricardo G. Marrero Guerrero. He brings to the team valuable experience in a vast array of legal matters from his prior experiences.

While completing his Juris Doctor, he served as a Student Senator and advocated for the student body during the COVID-19 pandemic and countrywide lockdown. Currently, Mr. Rosa Cruz is completing his LLM in Litigation and Alternate Dispute Resolution.
